I think handing out condoms actually addresses that 800lbs. gorilla sitting in the cell. Everyone knows it's happening, everyone knows that unprotected anal sex is a high risk behavior with regard to contracting HIV or other blood bourne diseases. I think each prisoner should get a months supply, each and every month. I'm sure it's cheaper than anti-virals, or a liver transplant. Guess my post never got up on the board.
