More “civil rights” waivers issued by our Black president

How many heated arguments did we hear comparing health care to a “civil right”? Do a quick Google search and you will be inundated with links making that claim. Yet if this is the case, why-O-why would the Obama administration continue to hand out waivers to this “civil right”?
Taking this ridiculous claim even further, that’s like former president Lyndon Johnson handing out waivers to southern states after he signed the Civil Rights Act of 1968.
