I have long held the opinion that the lack of food, decent shelter, money, etc. is not the main contributor of people who commit crime. Could it be a factor? Yes. But by and large, people who commit crime do so because they want to.
I know this is just one report, but if others can show the same trend, the widespread belief that poverty = crime is being smashed before our eyes.
